A powerful secondary strategy used by a successful Conspirator is to manipulate the co-conspirators into taking the actions with the greater share of the risk. In establishing his base, he can attempt to initiate the conspiracy, or respond to an overture. We think it tends to be more effective when the user does not initiate the Conspiracy, but merely responds to or escalates an existing offer. |
